Historical and legal foundations of investment activity in Ukraine

The relevance is determined by the presence of a constant need for the development of an effective and transparent investment climate in the country. Given that investment activity plays a key role in stimulating economic growth, creating new jobs and raising the standard of living of the population, consideration of the historical and legal aspects of this activity is extremely important.
 Changes in the political, economic and social environment of Ukraine require constant updating and adaptation of legal norms and regulatory mechanisms related to investments. In particular, in order to attract foreign investments and ensure their protection, it is necessary to analyze historical experience and implement modern international standards in the field of investment law.
 In addition, Ukraine's integration into global economic and legal structures requires compliance of national legislation with international standards and obligations. Therefore, the relevance of studying the historical and legal foundations of investment activity in Ukraine lies in the constant need to improve the regulatory environment for the attraction and effective use of investment resources.
 This study is aimed at a thorough analysis of the historical and legal context of investment activity in Ukraine in order to determine the key factors affecting the development of the investment climate in the country. The main goal is to identify and understand the stages and trends in the formation of the investment environment in Ukraine, as well as to analyze the current legal regulation of this area. In addition, the research is aimed at identifying the problems faced by investors and enterprises carrying out investment activities in Ukraine, as well as at the search for possible ways to solve them and improve investment legislation. The results of the study can become the basis for developing recommendations for improving the investment climate in the country and increasing the attractiveness of Ukraine for investors.

ІНВЕСТИЦІЙНА ДІЯЛЬНІСТЬ УКРАЇНИ У ВОЄННИЙ ПЕРІОД

The article aims to examine the impact of military conflicts on the investment climate and dynamics of investment activity in Ukraine. It analyzes key factors influencing investors' decisions in times of armed conflict, such as political and economic instability, security risks, changes in the legal environment, and the impact of international sanctions. The study also explores measures taken by the state to attract and support investments during wartime. Using data analysis, investment dynamics in Ukraine, and comparative methods, the author seeks to identify the key factors affecting Ukraine's investment activity during periods of war and proposes strategies for preserving and attracting investments in challenging conditions of military conflicts. The article explores the dynamics of investment activity in Ukraine during periods of military conflict. It examines the impact of the conflict on the investment climate, investor behavior, and the overall economy. Today, the Ukrainian economy is experiencing unprecedented upheaval in its entire history. The full-scale military aggression by the occupying state has struck at every level of our country's economic system. Production of key goods, especially those forming the backbone of Ukraine's export potential, is dwindling. Additionally, ports are nearly closed, regional transportation, logistics, social, marketing, and engineering infrastructure are being destroyed. Due to the brain drain abroad and partial relocation to the western part of the country, hundreds of thousands, and even millions, of people are temporarily displaced from active economic life. Additionally, it discusses the strategies employed by the government and other stakeholders to mitigate the adverse effects of the conflict on investment and foster international integration. The Ukrainian economy and businesses are gradually recovering after nearly coming to a standstill in the initial days of hostile attacks. They are seeking new opportunities for development in extreme conditions and military tactics. Partially, this recovery involves resuming entrepreneurial activities in territories liberated from occupation, partially relocating production to safer regions, and partially a natural process of adaptation.

The development of Ukraine's economy, especially during the war and post-war reconstruction, requires the most efficient use of limited financial resources. The institutional demand of the society for prompt adjustment of the economy to meet military needs in times of war and to ensure the fastest possible pace of economic recovery in the post-war period requires the state to increase the efficiency of the state financial policy of intensification investment activity in accordance with the current dynamically changing requirements of the present. The problem of the state's stimulating influence on the economy in order to intensification investment activity in the country is constantly in the field of view of scientists and practitioners. One of the most effective areas of realization of such influence is the financial policy of the state. The issues of formation and implementation of the state financial policy of intensification of investment activity in the context of digitalization are unexplored, relevant and require scientific understanding. The aim of the article is to improve the efficiency of formation and implementation of the State financial policy of intensification of investment activity in the context of digitalization. To date, a prerequisite for modernizing the State financial policy of intensification investment activity is to take into account the demands and opportunities for digitalization of economic and management processes. In order to increase the efficiency of the State financial policy of intensification investment activity in the context of digitalization, a number of practical recommendations are proposed, which together ensured the development of the module "Automation of the State financial policy of intensification investment activity", which structurally consists of two components and is described by a map of analytical filters, casual and information technology algorithms, as well as schemes of process and functional links. The practical implementation of the developed module "Automation of the State Financial Policy of intensification of Investment Activity" will improve efficiency, economic feasibility by minimizing the resources used (financial, labor, etc.) and increase the efficiency of the formation and implementation of the state financial policy of intensification of investment activity in Ukraine by minimizing corruption risks.

SIMULATION OF THE INFLUENCE OF INVESTMENT AND INNOVATION ACTIVITIES ON ENSURING THE INTERNATIONAL COMPETITIVENESS OF COUNTRIES

The purpose of this work is to study the quality of the innovation-investment component of the international competitiveness of EU countries and Ukraine, to reveal the potential of innovation-investment activity in ensuring the effectiveness of the national economy, as well as to substantiate the priority vectors of leveling external shocks and promoting economic growth in Ukraine. The work evaluates the quality of the innovation and investment component of the international competitiveness of Ukraine and its close neighbors - the countries of the Visegrad Group (Poland, the Czech Republic, Hungary and Slovakia) using econometric analysis; a multifactor economic-mathematical model was built, which determines the strength of the connection between indicators of innovation and investment activity in Ukraine and the main macroeconomic indicator - GDP; the European practice of developing strategic programs to increase the competitiveness of the country's economy was studied; strategic innovation and investment initiatives of Ukraine are substantiated. In addition, the article made a significant theoretical and practical contribution to solving the outlined problems. The results of the study revealed the main problems of the innovation-investment component of Ukraine's international competitiveness, as well as highlighted the potential prospects for its improvement, taking into account advanced European practices.

INVESTMENTS IN THE SYSTEM OF SOCIAL AND ECONOMIC SECURITY FACTORS AND RECOVERY OF THE UKRAINE REGION ECONOMIES

Abstract. The article is devoted to the regional peculiarities of the investment activity in Ukraine as a factor of social and economic security in martial law conditions and in the reconstruction period. The article aims to determine the features of the investment potential of Ukraine regions based on indicators of investment activity in the pre-war period, as well as the need to restore and develop the socio-economic infrastructure that was destroyed during Russian aggression. In preparing the article, methods of desk research, analysis, synthesis, and comparison, statistical methods of dynamic analysis, multidimensional ranking, and integral evaluations were used. Information sources for the investment activity assessment in Ukraine are systematized, considering the regional context and restrictions on disseminating data in wartime conditions. The main sources for statistical analysis of investment activity in Ukraine are state statistical surveys in the form of reporting and questionnaires of enterprises conducted by the State Statistics Service of Ukraine and the National Bank of Ukraine. Additional data producers on Ukraine’s investment climate are state and non-state analytical centers and other institutions, including the Ukrainian Business Association. An analysis of investment activity in the regions of Ukraine in the pre-war period was carried out based on indicators of capital and direct investments. Conclusions are formulated regarding the features of the regional distribution of investment potential indicators, considering the destruction of the socio-economic infrastructure in connection with Russian aggression. Critically important for the socio-economic security of Ukraine is the preservation of the investment potential of the regions that form the country’s industrial potential and can ensure the modernization of the real sector of the country’s economy. To develop regional programs for the recovery of Ukraine and attract investments for their implementation, creating an aggregated database on the scale of destruction and other material damage caused to each region of Ukraine in connection with Russian aggression is of great importance. ANALYSIS OF THE STAGE OF FORMATION OF THE STATE FINANCIAL POLICY OF INTENSIFICATION OF INVESTMENT ACTIVITY IN UKRAINE

The issue of the state's stimulating influence on the economy in order to intensify investment activity in the country is constantly in the field of view of scientists and practitioners. One of the most effective areas of such influence is the financial policy of the State, which is the subject of the study. The aim of the study is to analyze the state of formation of the State financial policy of intensification of investment activity. The research methodology involves an analysis of regulatory legal acts and an analysis of the state of research on the state financial policy of intensifying investment activity in the scientific environment. Results. The current state of formation of the state financial policy of intensification of investment activity in Ukraine is characterised by the absence of the concept and strategy of the state financial policy of intensification of investment activity, and the regulatory support is implemented in the national legislation through the regulation of the instruments of the state financial policy of intensification of investment activity without proper conceptual and strategic justification of the technology of their practical application.

THE COMPONENTS OF EFFECTIVE INVESTMENT POLICY OF UKRAINE

The purpose of the study is a determination of elements that affect the effectiveness of investment activities in Ukraine. The research methodology. To carry out the research, sources such as international acts, legislation of Ukraine and court practice were used. These sources became the empirical basis of the study. The goals of the research were achieved with the help of the used research methods (dialectical, autopoiesis method, structural-logical, formal-legal), as well as research techniques (analysis, synthesis, induction, deduction, etc.). The scientific novelty lies in the fact that this article is one of the first comprehensive studies of the prospects for the development of investment activities in Ukraine. The conclusions. After the full-scale attack of the Russian Federation in Ukraine, the popularity of social investments increased. Social investing also needs regulatory support, just like investing for profit. Factors ensuring the efficiency of investment activity in Ukraine have been determined, which include: determination of investment areas; consideration of territorial capital; use of innovative technologies to attract investments; improvement of the legal mechanism that ensures the proper implementation of investment activities; protection of investors' rights.

SYSTEMIC AND STRUCTURAL CHARACTERISTICS OF INVESTMENT ACTIVITY IN UKRAINE

Investment activity is an important component of the financial and economic mechanism of the national economy. In the socio-economic turbulence inherent in Ukraine, significant challenges for the development of the state and its national economy, the role of investment activity in supporting socio-economic development at both the micro and macro levels is growing significantly. In this context, special attention is paid to the main characteristics of investment activity, and the subject of study is revealed in its systemic and structural features. The purpose of the article is to determine the systemic and structural aspects of investment activity in Ukraine, taking into account the influence of exogenous and endogenous drivers both at the level of enterprises and the state. The methodology used in this article consists of a systemic and structural analysis of investment activity in Ukraine, including the study of key components and factors, comparative analysis with other regions, and sectoral analysis. This comprehensive approach makes it possible to identify challenges and opportunities in the investment climate, which ultimately leads to the formulation of practical recommendations for improving investment activity in the country. The article examines the nature of investment activity in Ukraine at the current stage, emphasizing its systemic and structural aspects. The main risks and limiting factors for the adequate development of investment activities in Ukraine were identified both at the micro- and macro-levels. The main challenges to investment activity in Ukraine were studied with a focus on the main groups of stakeholders. Within the framework of the study, the main trends of investment activity in Ukraine were analyzed from the point of view of its system and structural architecture. The trends in the sectoral structure of foreign direct investments, as well as in the leading countries of their receipt are highlighted. The structure of the development of capital investments by spheres of economic activity, as well as the peculiarities of the financing of capital investments in their structural aspects were studied. In conclusion, based on the results of the research, scientific and practical proposals were made to support the development of investment activity in Ukraine in financial and economic, regulatory and legal, communication and promotion aspects. The conducted research can be useful for professional researchers, experts in financial and investment sphere, professional investors, business associations, financial institutions and state authorities. Prospects for future research are an extended analysis of the issues of the essence of investment activity from the point of view of its critical challenges for the creation of added value for stakeholders of different levels in a turbulent environment.

Intelligent Information Technology for Inductive Modeling of Complex Processes on the Basis of Recurrent-and-Parallel Computations

The paper develops a novel intelligent information technology for inductive modeling of complex processes by experimental data, the high level of productivity of which is achieved by applying a new concept of combining the efficiency of recurrent and parallel computations. The implementation of such technology in modern intelligent information-and-analytical systems provides a significant increase in the efficiency and validity of making managerial decisions in the tasks of operational management of complex processes. An example is done of using the developed technology for evaluation and forecast of the investment activity in Ukraine.

Prospects for the development of investment and innovation activity in Ukraine

The article is based on general and special scientific knowledge methods by means of which the main investment trends in Ukraine and in the leading economies of the world are revealed. It highlights the prerequisites for stable economic development of the country and, at the same time, investigates the factors of investment attraction. The main problems of the development of investment activities on the territory of Ukraine are described and strategic guidelines for the formation of a positive investment climate are given. As a result of the research, the short- and long-term policy prospects for improving investment and innovation activities in war and post-war times have been determined. In addition, the priority directions of foreign capital investments are considered, which include defense industry, energy, information technologies, processing industry, financial activity and trade. It was concluded that stimulation of intellectual and investment activities in Ukraine requires the introduction of an effective tax system, promotion of international cooperation, improvement of legislation and provision of adequate protection of intellectual property rights.

The article is devoted to the study of the conceptualprinciples of modernization of the state fi-nancial policy of intensification of investment activity.The article develops a concept of modernization of the state financial policy of intensification of investment activity in Ukraine, which is a synergisticunity of: mission, vision, values, theoretical foun-dations (object, subject, hypothetical assumptions, institutional demands, dominants of external influ-ence and foreign experience, trends in the genesis of domestic practice), methodological basis (concep-tual patterns, fundamental and praxeological principles), state and problems of domestic practice, practical recommendations for modernization and expected results. The implementation of the concept will ensure the improvement of the scientific foundations and the improvement of the domestic practice of intensification investment activity in Ukraine with the tools of the state financial policy, which will form the prerequisites for transforming the potential of the state financial policy from a stimulating functioning into a strategic power of the post-war reconstruction of the Ukrainian economy.

Інвестиційно-інноваційна діяльність в Україні в контексті Євроінтеграції

The article considers the role of innovation as the basis of the European integration processes in Ukraine, considers the views of modern scientists on the concept of innovation, analyzes the state of innovation activity in Ukraine and its peculiarities in the conditions of war. Determination of investment opportunities of Ukraine in the conditions of European integration. The state of investment activity in Ukraine in the period 2021-2022 is analyzed. According to the results of the study, the largest investor countries were Cyprus, the Netherlands, Switzerland, the United Kingdom, Germany, Austria, Luxembourg and France. At the end of 2021, 36% of the total capital investment was invested in the industry, rural, forest construction - 8.3%. According to the results of the study, it is noted that industrial parks and business incubators are important methods of attracting innovation to Ukraine. In order to further expand innovative relationships in the context of European integration, it will allow to expand innovative business, through the creation of exhibition space, the development of technological agencies, innovative solutions, through the demonstration of the best domestic scientific and innovative developments and cooperative relations, through promoting the development of platforms for communication.

ВПЛИВ МОНЕТАРНОЇ ПОЛІТИКИ НА ІНВЕСТИЦІЙНИЙ КЛІМАТ В УКРАЇНІ

The post-war reconstruction of Ukraine requires the activation of investment activity and improvement of investment attractiveness, which form the investment climate in the country. One of the problematic issues of limiting investment activity in Ukraine is the availability of funds to finance investments. The purpose of the article is to highlight individual results of the study aimed at improving the theoretical and methodological foundations for assessing the impact of monetary policy on the formation of a favourable investment climate. Analysis of the dynamics of capital investments in Ukraine over the past 7 years shows a positive trend of their growth. But the main source of investment financing is the company's own funds, and bank loans are practically not used in investments. The inflation targeting regime of the National Bank of Ukraine monetary policy introduced at the end of 2022 is aimed at curbing inflation within 5%, and this is possible thanks to an increase in the discount rate (25%). But inflation control has a double effect: it restrains inflation and production (slows down aggregate demand). It should also be taken into account that economic indicators change with a delay under the influence of monetary policy. This is due to the fact that deposit and lending rates, determined directly by market participants, react to changes in the discount rate not immediately, but with a certain lag. The monetary policy has a direct influence on the supply of money in the money market. The choice of monetary policy regimes is mediated through the interest and credit channels of the transmission mechanism of monetary policy, which affect investment activity in the country, but with a certain lag, the duration of which is determined by subjective factors. The analysis of capital investments for the period 2015–2021 and the main indicators of monetary policy showed the need for the simultaneous use of state instruments for the regulation of investment activities in the country. The development of systemic state policy measures and their combination with monetary policy instruments should be aimed at establishing confidence and stimulating capital investments to overcome the investment crisis.

СУЧАСНА МОДЕЛЬ ІНВЕСТИЦІЙНОГО МЕНЕДЖМЕНТУ ЛІСОПРОМИСЛОВОГО КОМПЛЕКСУ УКРАЇНИ

The article examines the state of investment in the forestry and forestry complex of Ukraine. The priority of the forestry industry as an implementer of economic-social, recreational and natural-strategic development is highlighted. Dialectical, institutional, structural-functional, historical, comparative, sociological and other methods were used in the research process. The legal and legal nature of investment activity in Ukraine and aspects of its adaptation in Ukraine are conceptualized in accordance with the profile Law of Ukraine "On Investment Activity" No. 1560-XII dated September 18, 1991 (edited October 10, 2022). A study of the domestic investment market of the forestry sector of Ukraine, its conjuncture, was carried out. The priorities of domestic and foreign investment in Ukraine in the forestry sector in modern conditions are defined. The provisions of the Forest Code of Ukraine No. 3852-XII dated 01.21.1994 (ed. dated 07.10.2022) have been specified on the subject of a hypothetical doctrinal and normative implementation of the facts of a favorable investment climate in the forestry industry. Adapted to the theory of investment in relation to the forestry of Ukraine. As a result, the following appropriations were specified: the forestry sector of Ukraine as an object of real investments; assessment of the forestry sector of Ukraine as an object of real investment; financial investments in the domestic forestry sector: features and forms of implementation, etc. As a derivation from this theory, the economic essence of the innovative forestry process has been specified, the place of forestry innovations in the formation of an attractive investment climate has been reconsolidated. In order to fully review the prospects of investment management of the forestry industry in Ukraine, the general provisions of the EU doctrine on investment (the "Innovative financing and investment" projection) and specific approaches to investing in the forestry sector (the concept of "Private investment in the forest sector: opportunities and limitations") were studied. The author's forecasts of the effective deliberation of these principles in the legal field of Ukraine were carried out. The place of the forestry sector of Ukraine in the post-war reconstruction of Ukraine as a tool for filling local and state budgets, a recreational and health asset, and a source of national eco-development profiling (to the issue of European integration and Ukraine's fulfillment of the provisions (conditions) of Section V of Chapter 6 (Articles 360-366) of the Agreement on association with the EU) as a mandatory factor of domestic European progress. The practical significance of the obtained results is that the theoretical and methodological provisions and conclusions presented in the work are the basis for solving practical issues of improving the modern model of investment management of the forestry complex of Ukraine.

Analysis of the Current State of Investment Activity in Ukraine: Macro- and Micro-level

The article deals with the essence and significance of investment activity at the macro- and micro-levels as the main factor of changes in the economy and interdependence of countries and enterprises. The article’s authors prove that the development of investment processes in all areas of activity is a necessary condition for effective business organization. It is noted that the significance and essence of investments is reflected in their functions. The authors define functions of investments at the macro- and micro-levels. The authors consider variable factors of the macro- and microeconomic environment that affect investment processes in a particular industry. To determine the state of investment activity at the macro-level, the authors have conducted a research of foreign investment. The article discloses the dynamics of foreign direct investments in the economy of Ukraine and from the economy of Ukraine in other countries, their share in a total volume of foreign direct investment, the dynamics of capital investment and their share in the structure of GDP. The author studied and identified major objects for investing in Ukraine. The article describes the role of domestic investments as the most active element of economic growth in the country. The article highlights modern obstacles to its development. Since Ukraine remains geographically, economically, and socially attractive country for investing at both macro- and micro-levels, the authors suggest to identify prior areas for improving its investment climate.

Legal support of budget investment: directions of improvement

The need to introduce modern financial instruments in the development of Ukraine’s economy requires the organization and legal support of various forms of investment activity. State support for investment activities is based on budget investments and is carried out on the basis of budget legislation, but the practice of budget investment shows inconsistencies and inconsistencies in terminology, forms and tools of legal regulation of investment activities. The Government of Ukraine has determined that strong investment activity in Ukraine requires consideration and implementation of modern regulations.
 It is emphasized that there is no concept of “investment budget” in the current legislation, inconsistencies in the legal mechanism of their implementation, as well as analysis of the economic situation in some countries with different levels of gross product. low-income countries, the efficient use of public investment is problematic. It is established that budget investments have a special financial and legal nature, are regulated by financial and legal norms and a definition is provided. The features of budget investments as a powerful tool of state regulation of investment activities are identified and it is determined that the efficiency of investment depends on the economic justification of budget investment and legal support.
 It is proved that the improvement of public investment activity is possible through the use of modern financial instruments, including budget investment, which is implemented by allocating funds accumulated in budgets for specific purposes. It is noted that the effectiveness of budget investment depends on a clear targeting of budget funds, their sufficient volume, the procedure established by law and the powers of investment entities. It is determined that the introduction of budget investment requires amendments to the Budget Code of Ukraine, in particular Art. 2 “Definition of basic terms”. It is proposed to involve local governments and the public in investment activities. The author’s definition of «budget Investment» is offered.

ПРОБЛЕМНІ ПИТАННЯ ПРИ ОЦІНЮВАННІ ДОКАЗІВ У ГОСПОДАРСЬКОМУ СУДОЧИНСТВІ

The article examines the impact of the evaluation of evidence from the standpoint of removing the concept of "sufficiency" and consolidating the concept of "probability" in the economic process in connection with changes in the Commercial Procedural Code of Ukraine under the Law of Ukraine of 20.09.2019 acts of Ukraine on stimulating investment activity in Ukraine". Indeed, this law was adopted to improve the business climate in Ukraine, encourage foreign investors and their investments, improve the quality of business regulation to increase business activity and increase Ukraine’s rating on ease of doing business. This law amended the fifth chapter "Evidence and proof" of the Commercial Procedure Code of Ukraine, where Art. 79 has the following meaning: «1. The existence of a circumstance to which the party refers as the basis of its claims or objections is considered proven if the evidence provided to confirm such a circumstance is more plausible than the evidence provided to refute it. The question of the reliability of evidence to establish the circumstances relevant to the case, the court decides in accordance with its internal convictions.". These amendments to the Commercial Procedure Code have affected the process of proving and evaluating evidence in commercial litigation, in connection with which a new standard of proof in commercial litigation has been enshrined in law. It should be emphasized that these changes regarding the replacement of the standard of proof complement the principles of commercial litigation, namely the principles of adversarial and dispositiveness, enshrined in Art. Art. 13, 14, 74 of the Commercial Procedure Code of Ukraine. The legislator has tried to prove that the introduction of changes, namely the category of "probability of evidence", will improve the efficiency of the commercial court in making decisions based on new approaches to the evaluation of evidence in the case to ensure fair, impartial and lawful resolution of disputes. quality protection of violated, unrecognized or disputed rights and legitimate interests of individuals and legal entities, the state.

ДЕРЖАВНЕ РЕГУЛЮВАННЯ ІНОЗЕМНОГО ІНВЕСТУВАННЯ В УКРАЇНІ

The war, political and economic upheavals led to low investment activity, the curtailment of investment projects and the outflow of foreign investments from the Ukrainian market. In the conditions of the export of investment capital, without improvement of the investment policy and guarantees of capital security, business development and the inflow of foreign investments into Ukraine are impossible. Studying the specifics of state regulation of foreign investment activities will allow us to use the positive effects of foreign investment to improve the investment climate and develop investment infrastructure. The purpose of this article is to develop a system of measures to improve state regulation of foreign investments in Ukraine. The article examines the peculiarities of foreign investment activity in Ukraine. The scale of capital of non-residents in the economy of Ukraine is estimated. The following factors that reduce the country's investment attractiveness were identified: deployment of military operations in Ukraine; political and economic upheavals; significant withdrawal of foreign capital from the national economy; low activity of domestic investors under the influence of a number of macroeconomic factors; insufficient regulation of the investment process in Ukraine by the state; increasing internal and external debts. The shortcomings of the investment regulation system are identified: the inability of Ukraine to regulate legal relations and interests of investors with domestic legislation; ambiguous interpretation of provisions of legislative documents; a large number of regulatory acts that regulate the investment process; instability of national legislation in the field of investment; lack of guarantees of property rights of foreign investors; corruption in the investment sphere, etc. Measures to improve the regulation of foreign investments in Ukraine are proposed: harmonization of national legislation with the norms of international investment law; simplifying the procedure and shortening the terms of business registration and closing; introduction of control over the prevention of double taxation, currency exchange, admission to bank lending; providing regions with the necessary set of tools to increase investment attractiveness; decentralization of state regulation by attracting foreign investments into the economy of Ukraine. Інституціоналізація та регулювання національної економіки в контексті інвестиційної та промислової політик

The article examines the main theoretical aspects of the process of global institutionalization, its stages, during which institutional units are formed. The impact of globalization on the investment and industrial policy of Ukraine is characterized. The directions of activation of investment activity in Ukraine have been determined. The vision of the industrial policy and the directions by which the industrial base of the national economy should be developed on a modern basis have been formed. Currently, there is no purposeful work on creating a State Industrial Policy Strategy in Ukraine. A number of developed documents are of a local nature, and the Strategy for the Development of the Industrial Complex of Ukraine for the period until 2025 remained in the form of an unapproved project. In Ukraine, new institutional approaches to the formation and implementation of the State Industrial Policy should be introduced with the broad involvement of the expert and scientific environment. The main directions on which the state should focus its regulatory capabilities for the activation of investment activity are, firstly, the formation of an investment image and legal stability, increasing the level of transparency of information and competition policy in investment activity, creating favorable conditions for domestic investors through the implementation of state programs financial support. At the same time, the maximum effect from the implementation of reasonable measures can be achieved only under the condition of an integrated approach, which provides for the parallel solution of the existing problems.

Legal nature of the leasing agreement and its peculiarities

The article examines the legal nature of leasing in Ukraine. The issues of scientific analysis of the essence and mechanism of civil renewal of legal transformed regulation of the economics of leasing research legal relations in traditional Ukraine are considered.  In the financing of countries with major developed economies to prove the task of one of the main lending types of investment investment regulation is used leasing.For Ukraine, this type of activity is relatively new, but is actively developing. Therefore, there is a need to bring Ukrainian legislation governing leasing relations in line with international standards and to define their clear legal criteria.It is also worth noting that the increase in investment activity in Ukraine will be largely determined by the presence of conditions attractive for the development of new forms of investment financing, including leasing. Therefore, providing the legal framework for the regulation of leasing relations is an extremely important task of the legislator.
